Overview
Amy Kwan is a retired general, senator, and later commander of the Silver Spear in Komodo. She moves from parliamentary alarm over Basra’s power to military rebellion after the unitary state begins to collapse.
Role
As Senator Kwan, she confronts Catherine Stanton over the practical impossibility of letting Basra Kusniqa Camden dictate arms restrictions, rules of engagement, stock trading, piracy enforcement, and selective law enforcement. Her questions frame the problem that the Democratic System Unitary never solves: Komodo is acting like a sovereign power before it formally becomes one.
After the senate collapses, Kwan reappears as a five-star general of the Silver Spear. She arrives at the Adaline summer palace and orders Joel DeSilva to relinquish the presidency and face trial aboard her flagship. When DeSilva refuses to leave his dog Prince, Kwan has Silver Spear marines kill DeSilva, Catherine Stanton, and Prince.
Kwan later commands the renamed USV Esmeralda, called Reclamation, as the Silver Spear raids for deuterium and approaches the Komodo Sovereignty. She recognizes that Komodo’s border warnings, ship numbers, and reach make the war increasingly unwinnable.
