Overview
The Homeland Defensive Readiness Committee is a wartime defense body in Burn Zone. Scott Hallman serves as its deputy director.
Role
Through Scott, the committee is associated with civil defense, public messaging, nuclear defense, and assessments of advanced military operations. Scott’s position gives him authority in discussions of carrier losses, missile defense, domestic defense capability, and possible Coalition landing routes.
The committee has been studying Coalition landing scenarios before the Brunn meeting, which is why Scott can push the group toward a Cuba-to-Miami supply-corridor analysis. Its portfolio also reaches beyond ordinary civil defense: Scott remembers being sent to a 2041 Space Force conference to assess manned anti-CHICOM low Earth orbit sabotage operations, where he met Lorianna Blackstone when she was still a captain.
The committee’s work forms part of the background that allows Scott to participate as a national-security figure in the meeting. It also explains why the others treat him as an authority on public morale, nuclear defense, and what happens if an American landing city cannot be held.
