Overview
Scott Hallman is a deputy director of the Homeland Defensive Readiness Committee in Burn Zone. He is one of the five principal attendees at the Brunn meeting.
Role
Scott contributes military and civil-defense analysis to the meeting through his Homeland Defensive Readiness Committee background. He reports the loss or impairment of major carriers, discusses nuclear defense as second-strike capability, and maps the likely Coalition landing route through Cuba and Miami.
Scott supports the domestic nuclear deterrent plan and says he would push the button and die in the blast if necessary. When Carter Clemens objects, Scott reinforces Kelly Pearson’s threat against Carter’s family and says it would not be quick if Carter made them go after Sara Clemens and the boys.
In detention, Scott is held in an improvised bathroom cell. After hearing Kelly shout that the tribunal has tapes, he removes the toilet tank lid and cuts his wrists with a sharp steel piece. With this, he dies by suicide before the tribunal can sentence him.
