Overview

Ray Bishop is a COFOR officer in Burn Zone. He first appears as Carter Clemens’s appointed counsel, a suited man from Nevada who advises Carter to remain silent.

Role

Bishop tells Carter that the tribunal will try to turn Carter, Rupert Brunn, Kelly Pearson, Scott Hallman, and Ben Auerbach against one another. He brings Carter food, observes the hearings, and objects when Lorianna Blackstone pressures Carter with the scale of the Boston casualties.

Bishop’s counsel role is later revealed as a deception. Lorianna Blackstone identifies him as Major Bishop, and he appears in COFOR fatigues. He found the May 28 recording in American security archives and acts as a devil’s advocate, testing whether the detainees show remorse.

After sentencing, Bishop removes Connie Blye from Rupert Brunn’s execution-preparation room and sees Carter off before his prison transfer. His final question asks whether Carter regrets the bomb itself, or only regrets that the bombing happens for nothing because the United States still loses the war. Carter refuses to answer because he no longer believes Bishop has credibility.
